2017海口国际沙滩马拉松 竞赛规程 Race Rules for 2017 Haikou International Beach Marathon 一、比赛时间 I. Race Time 2017年11月5日（周日）下午15：30 November 5, 2017 (Sunday), 15:30 二、比赛地点 II. Race Site 海口市西海岸假日海滩风景区 Haikou West Coast Beach Resort 三、比赛项目 III. Race Items （一）男、女沙滩马拉松(10.5公里) （二）迷你沙滩跑（2.5公里） (I) Beach marathon for men and women (10.5 km) (II) Mini beach race (2.5 km) 四、比赛路线 IV. Race Routes 沙滩马拉松路线：起点→向东1.25公里处折回向西→5.25公里处折回向东→9.25公里处折回向西到达终点。全程10.5公里。 Route for Beach Marathon: starting point→ retrace westward at 1.25 km eastward→ retrace eastward at 5.25 km→ retrace westward at 9.25 km to reach the destination. The whole journey is 10.5 km. 迷你沙滩跑路线：起点→向东直线跑到达终点。全程2.5公里。 Route for Mini Beach Race: starting point→ run straight eastward to reach the destination. The whole journey is 2.5 km. 五、规模与人数 V. Scale and Number of Participants 参赛人数为3000人。其中沙滩马拉松1500人，迷你沙滩跑1500人。 There are 3,000 participants, including 1,500 participants for beach marathon and 1,500 participants for mini beach race. 六、参加办法 VI. Participation Methods （一）参赛年龄及身体状况要求： (I) Requirements of participation age and physical condition: 1、 沙滩马拉松年龄限年满16周岁(2001年12月31日前出生)，身体健康者均可报名参赛。 1. Those who are more than 16 years old (born before December 31, 2001) and in good health can register for the beach marathon. 2、迷你沙滩跑年龄限年满13周岁（2004年12月31日前出生），16周岁以下少年儿童必须有监护人陪跑才准于检录，监护人必须同时报名方可给予陪跑。 2. Those who are more than 13 years old (born before December 31, 2004) can register for the mini beach race. Those below 16 years old shall be available with guardians who will accompany them in running. And the guardians shall register together with the corresponding athletes before being allowed to accompany in running. 3、沙滩马拉松赛是一项大强度长距离的竞技运动，也是一项高风险的竞技项目，对参赛者身体状况有较高的要求，参赛者应身体健康，有长期参加跑步锻炼或训练基础的方能参加比赛。有以下疾病患者不宜参加比赛： 3. Beach Marathon is a high-intensity long-distance competitive sport and a high-risk competitive event that has higher requirements on the physical conditions of the participants. The participants should be healthy and have long-term running exercise or training basis before being allowed to participate in the race. And the patients with the following diseases shall not participate in the race: （1）先天性心脏病和风湿性心脏病患者； (1) Patients with congenital heart disease or rheumatic heart disease; （2）高血压和脑血管疾病患者； (2) Patients with hypertension or cerebrovascular disease; （3）心肌炎和其他心脏病患者； (3) Patients with myocarditis or other heart diseases; （4）冠状动脉病患者和严重心律不齐者； (4) Patients with coronary artery disease or severe arrhythmia; （5）血糖过高或过少的糖尿病患者； (5) Patients with hyperglycemia or hypoglycemia; （6）其它不适合运动的疾病患者。 (6) Other patients who are not suitable for exercise. 组委会要求参加沙滩马拉松赛的选手，在赛前必须到县级以上医院进行身体检查，并结合检查报告进行自我评估，确认自己的身体状况能够适应于长跑运动，方可报名参赛，不合格者不能参加比赛。在比赛中，因个人身体及其他个人原因导致的人身损害和财产损失，由参赛选手个人承担责任。沙滩马拉松赛是对人体心理和体能的挑战，在比赛中，我们要以生命安全为第一目标，要学会“放弃”，当身体出现不适应时，应主动放弃比赛或求助他人帮助，“咬牙”坚持可能会导致生命危险。 The Organizing Committee requires that each participant of beach marathon shall have a physical examination at a hospital of county level or above, and make a self-assessment based on the check report to confirm that his/her body can adapt to the long-distance running before the race registration; unqualified people shall not participate in the race. During the race, the participants shall take the responsibility for the personal injury and property loss caused by their own bodies and other personal reasons. Beach marathon is a challenge to both human mentality and physical ability. During the race, we shall view the life safety as the first objective and learn how to “give up”; in the event of physical discomfort, we should give up the race voluntarily or ask others for help because “struggle to insist” might cause life risk. （二）报名办法： (II) Registration Methods: 1、报名方法与交费： 1. Registration Methods and Payment: 参赛者一律网站报名。报名时间：10月1日至10月20日止，请登录赛事官网（www.haikoubm.com）完成报名缴费并打印“确认函”（报到时要提交“确认函”才给予报到）。 Participants will register on the website. Registration Time: From October 1 to October 20. Please log in the official website of the race ( www.haikoubm.com) to complete the registration payment and print the “confirmation letter” (to be submitted for check-in). 2、报名查询 2. Registration Enquiry 报名是否成功请登陆赛事官方网站（www.haikoubm.com）查询。 Please log in the official website of the race ( www.haikoubm.com) to inquire whether the registration is successful or not. 3、报名收费标准 3. Registration Payment Standard （1）全程沙滩马拉松选手(含外籍、港、澳、台)每人100元人民币，海南籍选手每人80元人民币（以身份证信息为准）。 (1) RMB 100 for each whole beach marathon participant (including those from foreign countries, Hong Kong, Macau or Taiwan), and RMB 80 for each participant of Hainan Province (subject to the ID card information). （2）迷你马拉松选手每人50元人民币。 (2) RMB 50 for each mini marathon participant. （3）一次性20人以上组团报名可享有团体报名价格，每人80元人民币。 (3) Team registration price of RMB 80 for each person can be enjoyed for the team with more than 20 members registering one time. （4）2016年获奖选手免收报名费。 (4) The winners in 2016 are exempted from the registration fee. （5）报名后不参赛者，不退还其报名费。 (5) Registration fees shall not be returned to the person who registers but fails to participate in the race. （三） 各参赛选手交通费、食宿费、比赛期间伤病医疗费等费用自理。 (III) The traffic fees, accommodation fees and medical expenses for injuries/diseases and other fees of participants shall be borne by themselves. （四） 报到日期与地点 (IV) Check-in Time and Place 1、国外、国内选手于11月3日报到（提前二天）； 2、省内选手于11月4日报到（提前一天）。 3、迷你沙滩跑选手11月4日报到（提前一天）。 1. Foreign and domestic participants shall check in on November 3 (two days in advance); 2. Participants of Hainan Province shall check in on November 4 (one day in advance). 3. Mini beach race participants shall check in on November 4 (one day in advance). 注：报到地点请关注本赛事官网“补充通知”。 Note: Please pay attention to the “Supplementary Notice” on the official website of the race for the check-in place. （五）参赛物品 (V) Race Articles 沙滩马拉松参赛选手报到时凭确认函领取参赛物品，参赛物品发放有：号码布、盛衣袋、计时芯片、T恤等物品；参赛选手在规定时间内跑完全程的发给纪念章、食品等。迷你沙滩跑选手凭确认函领取参赛物品有：T恤、号码布等。 Beach marathon participants shall get the race articles with confirmation letters when check in, including number cloths, clothing bags, timing chips and T-shirts; the participants who finished the whole marathon within the specified time will be awarded souvenir medals and food. Mini beach marathon participants shall get the race articles, including T-shirts and number cloth, with confirmation letters. （六）物品存放 (VI) Articles Depositing 沙滩马拉松参赛选手可在“存衣处”存放个人物品，个人物品须放在大会发的盛衣袋内，请不要将贵重物品放在盛衣袋内(如手机、重要证件、现金、信用卡、钥匙、手提电脑（包括平板电脑）等)，选手可在比赛当日14：00至15：15把系有小号码布的盛衣袋存放到存衣处，赛后选手凭身上佩戴的号码布到存衣处取回盛衣袋。存衣处关门时间为19：00，选手务必在此时间前取回自己的物品。迷你沙滩跑选手不提供存衣服务，自行解决。 Beach marathon participants can deposit their personal belongings at the “cloak-room”. And the personal belongings shall be packed in the bag issued by the General Assembly. Please do not put valuables in the clothing bag (such as mobile phones, important certificates, cash, credit cards, keys and laptops (including iPad)). The participants can deposit the clothing bag with small number cloth at cloak-room during 14:00-15:15 on the race day. After the race, they can get the clothing bag at cloak-room with the number cloths they wear. The closing time of cloak-room is 19:00. Participants shall get their own articles before 19:00. Clothing deposit service is not provided to mini beach race participants. （八）厕所、医疗站 (VIII) Toilets and Medical Stations 1、组委会在起终点和1.5公里、5.25公里处（东西向两个折返点）安置公用厕所。 1. The Organizing Committee will set public toilets at the starting point, the destination, the 1.5 km point and the 5.25 km point (the two retrace points eastward and westward). 2、赛道起终点及沿途每公里配有医疗站点，在终点、东西向两个折返点处有固定的救护车。在比赛中，若选手丧失意识，则自动委托组委会的急救志愿者采取一切手段进行急救，包括但不限于CPR心肺复苏，AED体外除颤，租用车辆进行快速转运等，由此产生的法律责任以及伴随的费用，均由选手本人承担，概不追究参与施救的急救志愿者的任何法律和经济方面的责任。 2. The starting point, destination and each kilometer place along the race route will be provided with medical stations. And at the destination and eastward & westward retrace points, ambulances are provided. During the race, if there is a participant having loss of consciousness, the first-aid volunteers of the Organizing Committee will be automatically entrusted to give the first aid, including but not limited to CPR, AED and leasing vehicles for fast transportation, and the legal responsibilities and expenses caused thereout shall be borne by the participant on his or her own. The first-aid volunteers shall be exempted from any legal or financial responsibilities. 十一、竞赛办法 XI. Race Methods （一）执行中国田协审定最新的有关《田径竞赛规则》和本届沙滩马拉松赛竞赛规程及技术会议有关规定。 (I) The latest Track & Field Competition Rules approved by Chinese Athletic Association, the Beach Marathon Race Rules of this year and the relevant provisions made on the technical meeting shall be followed. （二）在4公里较为平坦的海边沙滩上往返跑。 (II) Have shuttle running on the relatively flat 4km-long seaside beach. （三）比赛检录：按规定时间与地点分别按沙滩马拉松组、迷你沙滩跑组进行检录。 (III) Race Check-in: It is carried out according to the beach marathon group & mini beach race group and the specified time & site. （四）起跑顺序：按沙滩马拉松、迷你沙滩跑方阵顺序排列，每方阵按先后进入检录区顺序站位起跑。 (IV) Starting Order: It is arranged in the sequence of beach marathon matrix followed by mini beach race matrix. And the starting order of each matrix is based on the sequence of entering the check-in area. （五）比赛采用一枪发令同时起跑。 (V) The race adopts issuing the order with one starting gun and running at the same time. （六）沙滩马拉松比赛将采用感应计时设备。全程设四个感应计时点，即终点、第一折返点、第二折返点、第三折返点，选手比赛中必须逐一通过地面的感应计时带，如缺少任何一个计时点的成绩，将取消该选手的比赛成绩。计时芯片将在赛前与参赛物品同时发放。本次比赛使用一次性计时芯片，赛后不回收。迷你沙滩跑不计时，运动员跑到终点即可。各折返点、终点配有全程摄像。 (VI) Beach Marathon will use induction timing equipment. Four induction timing points will be set in the whole route, i.e. destination, the first trace point, the second trace point and the third trace point. Participants must pass through the ground induction timing belt one by one in the competition. If there is a lack of result at any timing point, the competition result of the participant will be canceled. The timing chip will be issued with the competition articles before the race. And the disposable timing chips used by the race will not be recycled after the race. Mini beach race is not timed. It will be fine as long as athletes reach the destination. Each retrace point and the destination are provided with whole-process camera shooting. （七）参赛服装要求：参赛选手不得穿长袖衣和长裤参加比赛。沙滩马拉松选手建议穿着大会统一服装参加比赛。参赛选手可穿平底的沙滩鞋或不带钉（铁钉或胶钉）的胶底鞋参加比赛，也可以穿袜子或赤脚参加比赛（特别提醒要考虑穿袜子或赤脚比赛时，有被杂物划破脚底的可能），不按规定着穿服装和鞋的选手不予检录。 (VII) Requirements of Participating Clothes: Participants with long sleeve T-shirts and long pants are not allowed to participate in the race. And it is recommended that beach marathon participants wear the unified clothes of General Assembly to participate in the race. Participants can wear flat-bottomed beach shoes or rubber soled shoes without nails (iron nail or rubber nail), and socks or with feet bare (it is specially reminded that there is the possibility of having feet bottom scratched by other things if you participate in the competition with socks or barefeet); participants with disqualified clothes and shoes are not allowed to check in. （八）号码布的标志与标识 (VIII) Mark and Logo of Number Cloth 沙滩马拉松每位选手只戴一块由大会发给的号码布参赛（规定戴在胸前），出现问题或完成相应工作时，裁判员要在其号码布对应的字上打 “√”，以说明该选手已作出处理。注：号码布中“完”字代表已发完赛包； “存”字代表赛前存盛衣袋；“取”字代表赛后领回盛衣袋； “收”字代表沿途收容、犯规、被关门外、上救护车等不再跑的运动员。如参赛选手号码布已在“收”字上打“√”的，则不能通过终点，应立即停止比赛，如执意要通过终点的，同样被取消录取资格。迷你沙滩跑选手每人戴一块由大会发给的号码布参赛。 Each beach marathon participant shall only wear the number cloth issued by the General Assembly before the race (it is provided that number cloth is worn in front of chest); if there is a problem or corresponding work has been finished, the referee shall add tick to the corresponding words on his or her number cloth, indicating that treatment has been made to the participant. Note: “Finished” means that completion bag has been issued; “deposit” means depositing the clothing bag before the race; “take” means that the clothing bag has been taken away after the race; “take-in” means the athletes who are taken in along the route, violate rules, are kept out from the door or are sent to ambulance. If “take-in” on number cloth is ticked, the athlete will not pass the destination and shall stop running; if the athletes insist on passing the destination, they will be canceled in admission qualification. Mini beach race participants shall wear the number cloths issued by the General Assembly before the race. 注：当参赛者领到号码布后，必须在号码布背面用防水笔认真填写自己的姓名、地址、电话、血型及紧急联系地址（电话）。以便在比赛过程中发生意外时，为协助大会及救护人员在紧急情况下能及时了解你的情况和便于与你的家属和亲友联系。 Note: Participants shall fill in their names, addresses, telephone numbers, blood types and emergency contact addresses (telephone numbers) on the backs with water-proof pens after getting the number cloths, so that the General Assembly and ambulance personnel can understand your information and get in touch with your families and relatives & friends in time in emergency if there is any accident during the race. （九）关门距离与时间（以发令枪声时间为准）： (IX) Door-closing Distance and Time (subject to the time that starting gun goes off): 参赛选手在规定的时间内，未跑完对应项目距离者须立即停止比赛，由检查 裁判在选手胸前的号码布的“收”字上打“√”，以示收容，选手即刻退出赛道。 The participants who fail to finish the corresponding item distance within the specified time shall be immediately stopped in the race, and ticked on “take-in” on the number cloth that participants wear in the chests, indicating taking-in. （十）饮料/饮用水站/补给站 (X) Drinks/ Drinking Water Station/ Supply Station 组委会在起终点、4公里和6.5公里等三处设置了饮料站 /饮用水站/补给站，参赛选手沿途可自行选用。迷你沙滩跑终点设有饮料站 /饮用水站。 The Organizing Committee has set drinks station/ drinking water station/ supply station at the starting point & destination, 4 km point and 6.5 km point. And participants can select freely. The destination of mini beach race is provided with drinks station/ drinking water station. （十一）对违反竞赛规定人员的处罚 (XI) Penalties for Participants Who Violate the Race Rules 组委会将对参赛选手在赛前进行资格审查和沿途全程监控检查，出现以下违反比赛规定的参赛选手，立即取消该选手的比赛资格和比赛成绩，情节严重者在两年内不得参加海口国际沙滩马拉松赛，并报请中国田径协会追加处罚。 The Organizing Committee will carry out checks on the qualification of participants and whole-process monitoring check before the race. And the following participants violating race rules shall be immediately canceled in race qualification and results. For the participants involved in serious circumstance, they will not be allowed to participate in the Haikou International Beach Marathon within two years, and be reported to Chinese Athletics Association for additional penalties. 1、虚假年龄报名或报名后由其他人员代跑； 2、运动员携带他人感应计时芯片(包括男运动员携带女运动员)或一名运动员同时携带两枚或两枚以上感应计时芯片参加比赛； 3、不按规定的时间出发抢跑； 4、关门时间到后不停止比赛或退出比赛后又插入赛道； 5、没有沿规定路线跑完全程，绕近道或乘交通工具途中插入； 6、在终点不按规定要求而重复通过终点者； 7、未跑完全程私自通过终点者； 8、没有按规定携带自己的号码布通过终点的； 9、私自伪造号码布，多人交替替跑的； 10、不服从赛事工作人员指挥，干扰赛事，聚众闹事、打架斗殴的； 11、其他违反规则行为规定的。 1. Sign up for the race with false age or entrust others to run; 2. Carry the induction timing chip of other participants (including the circumstance of male athlete carrying the female athlete’s induction timing chip) or an athlete carries two or above induction timing chips at the same time during the race; 3. Have gun jumping; 4. Fail to stop running after the door-closing time, or return to the race route after quitting from the race halfway; 5. Fail to follow the specified route in finishing the whole route, like cutting across the route or taking vehicles halfway; 6. Fail to follow the regulated requirements by repeatedly passing the destination; 7. Fail to finish the whole route but pass the destination without permission; 8. Fail to follow the rules by passing the destination without their own number cloth; 9. Forge number cloths privately and ask several people to take turns to run for oneself; 10. Disobey the command by working personnel of the race, and disturb the race, or gathera crowd to make disturbance and fight; 11. Other behaviors of violating the rules. 十二、奖励办法 XII. Incentive Measures （一）获得沙滩马拉松男女前30名的选手，将获得以下奖金（单位：人民币） (I) The male and female participants ranking the Top 30 of beach marathon will be awarded the following money (Unit: RMB) 1、 按运动员到达终点前后顺序排定名次。 1. Rank the athletes in accordance with the sequence of reaching the destination. 2、 男、女前三名的选手，分别颁发名次奖杯一座、名次奖牌一枚。 2. The Top-three male and female participants will be respectively awarded one ranking trophy and one ranking medal. 3、 以上获奖者名单将在官网公示10天后，如无异议，其奖金打入本人预留银行卡内。如获奖选手被抽到兴奋剂检测的，则等兴奋剂检测结果出来后才发于奖金。如兴奋剂检测有问题或违反赛事有关规定的，将取消该名次，后面名次不递增。 3. The prize money will be transferred to winners’ reserved bank cards if there is no objection about the winners list published on the official website 10 days later. If the winner participant is selected for doping detection, the prize money will be issued after the doping detection results come out. If he or she is detected in doping cheat or have disobeyed the relevant rules, his or her ranking will be canceled with the ranking behind unchanged. 4、 根据中国税法，上述获奖运动员需征收20%的个人所得税，由组委会代收代缴。 4. According to the Chinese Tax Law, above winner athletes shall be levied with 20% personal income tax that is collected and remitted by the Organizing Committee on behalf. （二）迷你沙滩跑选手不计取名次。 (II) There is no ranking for min beach running participants. 十三、其他 XIII. Other Matters （一）保险 (I) Insurance 本次比赛组委会为所有参赛者和工作人员投保人身意外险，保单以报名信息为准，任何错误报名信息将导致无法投保、责任自负。 The Organizing Committee will insure all participants and staff for personal accident insurance. The insurance policy will be subject to the registration information, and any false registration information will result in the failure to be insured and the responsibility undertaken by themselves. （二）技术代表、技术官员、仲裁和裁判员的选派 (II) Appointment of Technical Representative, Technical Officers, Arbitrators and Referees 中国田径协会将为本赛事指派技术代表、技术官员及部分主裁判，其他裁判员由海南省田径协会选派。 Chinese Athletics Association shall appoint the technical representatives, technical officers and some chief referees for the race, and other referees shall be appointed by Hainan Athletics Association. （三）成绩证书打印及信息的查询 (III) Result Certificate Printing and Information Enquiry 比赛结束24小时后可直接在“海口国际沙滩马拉松赛”官方网站进行本人成绩证书打印，同时可通过赛事官网阅读本赛会《竞赛规程》、《补充通知》、《运动员参赛指南》等重要文件获取更多的参赛信息。 The result certificate printing can be operated on the official website of “Haikou International Beach Marathon” 24 hours after the end of the race.
