Huizhou is an emerging industrial city in China’s coastal area, the total economy of which ranks fifth in Guangdong. The advantages of the manufacturing in Huizhou mainly focus on the petrochemical industry, the telecommunications equipment and computer manufacturing and the optoelectronics industry. Huizhou has a large group of competitive products, with the car electronics ranking first in China with a market share of 70%, the volume of sales of LED full-color display ranking first in Asia and third in the globe for five successive years, and at least one of every 6.3 mobile phones in the globe made in Huizhou.

Huizhou has such brand titles as “Electronics Industry Base of China”, “Men’s Garment City of China”, “Lighting Brand Base of China” and “Women's Shoes Production Base of China”. It has brought up a group of large enterprise groups, such as TCL, Desay, Huayang, Cosun, EVE, Fusion and NVC, and created a lot of industrial product brands, such as TCL mobile phones, Trump TV, Fusion shirts, Desay batteries, Huayang car electronics, and Cosun telephones. Up to now, 30 world’s top 500 enterprises, such as Royal Dutch Shell, Philips, Toyota, Sony, Toshiba, Bridgestone, Samsung and LG, have established 58 enterprises here.

惠州大亚湾石化区是广东省政府列为五个重点发展的石油化工基地之一,规划面积65平方公里，依托中海壳牌和中海炼油一期项目两大上游龙头项目，吸引了来自美、日、荷等20多个国家的石化巨头进驻，落户项目75宗（含惠炼二期扩建项目），总投资1605亿元人民币，建成区每平方公里投资额达80亿元。已初步形成炼油、乙烯、丙烯、碳四等产业链。惠州市华南石化产品交易中心设在大亚湾区。

Huizhou Daya Bay Petrochemical Zone is one of the five key petrochemical bases listed by the Guangdong Provincial Government, the planning area of which is 65km2. Based on the two upstream leading projects of CSPC and CNOOC refinery phase I projects, Huizhou has attracted the residing of petrochemical giants from over 20 countries like USA, Japan and Netherland together with 75 projects (including the Huizhou Refinery Phase II Expansion Project) and a total investment of 160.5 billion yuan, with the investment amount of the built-up area per kilometer reaching 8 billion yuan. Huizhou has preliminarily formed the four industry chains of oil refining, ethylene, propylene and C4H10. Huizhou’s South China Petrochemical Products Trading Center is based in the Daya Bay area.

产品系列主要是以塑料、橡胶、化纤、粘合剂、涂料等化工产品的原料，半成品及化工新材料为主、精细化工产品以炼油及化工用的各类添加剂或助剂、催化剂，润滑油，溶剂及化工新产品为主。

The product series mainly include the raw materials of plastics, rubber, chemical fiber, adhesives, coatings and other chemical products as well as their semi-finished products and new materials. Fine chemical products mainly include various additives or adjuvants, catalysts for oil refinery and chemical uses, lubricants, solvents and new chemical products.

其中，中海壳牌每年生产苯乙烯、丁二烯和环氧丙烷等石化产品270万吨，其中80%的液体和气体产品，作为大亚湾石化区延伸产业链的原料供应给石化区内巴斯夫、普利司通和科莱恩等15家中下游“邻居”企业。中海油炼化一期项目56%的化工产品（除柴油、汽油、航煤油外）也在石化区内消化。

Thereinto, CSPC produces 2.7 million tons of styrene, butadiene and propylene oxide as well as other petrochemical products every year, and 80% of the liquid and gas products are used as the raw materials of the extension industrial chains of the Daya Bay Petrochemical Zone to be supplied to the 15 middle and downstream “neighbor” enterprises in the Petrochemical Zone like BASF, Bridgestone and Clariant. And 56% of the chemical products (exclusive of diesel, gasoline, and aviation kerosene) of the CNOOC refinery phase I project are consumed in the Petrochemical Zone.

中国国际贸易促进委员会惠州市委员会（中国国际商会惠州商会），简称惠州市贸促会（惠州国际商会），是由惠州市经济贸易界有代表性的人士、企业、协会和团体组成的全市民间对外经济贸易组织，由市政府领导联系，正处级单位建制，主要业务是：

CCPIT (Huizhou)/CCOIC (Huizhou) is a foreign economic and trade organization for all citizens constituted by representative people, enterprises, associations and groups in the economic and trade sector of Huizhou, contacted by municipal government leaders and organized by division level units, the main business of which are as follows:

1、根据政府的对外政策和外经贸政策，开展与外国及港、澳、台地区的工商界、商协会和其它经贸团体以及有关国际组织的联络工作；邀请和接待外国及港、澳、台地区工商界人士和代表团来访；组织和办理我市经贸、技术合作等团组赴外国及港、澳台地区访问、考察；开展与对口组织的经贸、技术交流合作；负责与外国及港、澳、台对口组织在市设立的代表机构的联络工作。

1. In accordance with the foreign policies and foreign economic and trade policies prepared by the government, it conducts the liaison work with the business community, business associations and trade groups, and other relevant international organizations in foreign countries, Hong Kong, Macau and Taiwan China; it invites and accepts the visits of business people and delegations of foreign countries, Hong Kong, Macau and Taiwan China; it organizes and handles the visits and investigations of Huizhou economic and trade delegation and technical cooperation group to foreign countries, Hong Kong, Macau and Taiwan China; it conducts economy, trade and technological exchanges and cooperation with corresponding organizations; it contacts the agencies established in Huizhou by corresponding organizations in foreign countries, Hong Kong, Macau and Taiwan China.

2、根据国家有关规定和市政府授权，负责我市赴外国及港、澳、台地区举办经济、贸易、技术展览和参加国际博览会的归口协调及相关的管理工作；安排外国及港、澳、台地区来我市举办的经贸及技术展览和主办国际综合性及专业性展览、展销会；协调市内有关单位接待海外来我市举办经贸展览会的相关人员。

2. In accordance with relevant provisions of the state and municipal authority, it is in charge of the economic, trade and technology exhibitions held by Huizhou in foreign countries, Hong Kong, Macau and Taiwan China, and participates in the centralized coordination and relevant management of international fairs; it arranges for the economical and technical exhibitions held in Huizhou by foreign countries, Hong Kong, Macau and Taiwan and holds international comprehensive and professional exhibitions and fairs; it assists relevant municipal units to treat overseas people holding trade fairs in Huizhou.

3、代理经贸仲裁案件，调解经贸纠纷，提供有关国际经贸、技术合作等方面的法律咨询服务；代办涉外企业和外商投资企业的商标、专利注册申请；出具中国出口商品原产地证明书及有关涉外文件证明书；出具人力不可抗拒证明书；签发和认证对外贸易海上货运业务的文件和单证；为到国外从事临时出口活动的企业或个人出具有关单证册（简称ATA单证册），并对其提供担保；协助有关部门受理惠州地区企业的反倾销投诉和开展反倾销调查工作。

3. It handles trade arbitration cases, mediates trade disputes, provides legal advisory services in international trade and technical cooperation, etc.; it handles the application of trademarks and patent registrations of foreign enterprises and foreign-invested enterprises; it issues Chinese export commodities certificate of origin and certificate of foreign-related documents; it issues certificate of force majeure; it issues and certifies the documents of foreign trade and sea freight business; it issues relevant ATA carnet of enterprises or individuals engaging in temporary export activities in foreign countries, and provides guarantee; it assists relevant departments to handle the anti-dumping complaint of enterprises in Huizhou areas and carry out anti-dumping investigations.

4、开展国内外经济调查研究和经贸信息的搜集、整理、传递和发布工作；为有关企业和机构提供经济技术合作、贸易信息和咨询服务；编辑出版有关刊物，为外来投资提供服务。

4. It carries out economic research at home and abroad and the collection, organization, transfer and issue of economic information; it provides economic and technical cooperation, trade information and advisory services for enterprises and institutions; it edits and publishes relevant publications and provides services for foreign investment.

5、指导惠州市各县（市、区）国际商会的工作，负责对各县（市、区）国际商会及会员的服务和业务培训工作。

5. It guides the work of the county-level (city-level and district-level) international chamber of commerce, and handles the services and business training of county-level (city-level and district-level) international chamber of commerce and members.

6、根据世贸组织规则，研究入世对我市社会经济发展的影响，适时地向政府提供参考意见；担任全市WTO业务的咨询和培训工作。

6. It bases on WTO rules to study the impacts of WTO on the social and economic development of Huizhou, and timely provides government with reference views; it is responsible for the consulting and trainings of WTO business in the whole city.

7、承办国家贸促总会、省贸促会和市政府交办的其他工作。
